The NMC Guidelines on Transfer of Indians Studying MBBS Abroad
The ever-increasing competition in the medical field in India has forced many Indian students to find opportunities for MBBS abroad. Every year, thousands of Indian medical aspirants move to foreign medical universities/institutions to study MBBS in abroad. But, many Indian students studying in medical universities in Ukraine and some other foreign countries are now seeking university transfer to Indian medical colleges to complete their remaining medical education. However, the National Medical Commission has squashed the hopes of foreign returned Indian students by rejecting their requests. Now the only resort for such Indian students
The NMC has issued guidelines in a series of frequently asked questions on university transfer of Indian students from Ukraine and other countries studying MBBS in foreign universities.
Q1. Which students are covered under the provisions of Screening Test Regulations, 2002?
Indian students from foreign medical universities whose classes started before 18th November 2021 are covered under the provisions of Screening Test Regulations, 2002.
Q2. Which students are covered under the provisions of Foreign Medical Graduate Licentiate Regulations 2021?
Indian students studying MBBS in foreign medical universities whose classes commenced after 18th November 2021 are covered under the provisions of Foreign Medical Graduate Licentiate Regulations 2021.
Q3. Is the date of admission letter/invitation letter/offer letter considered to decide the applicability of FMGL Regulations 2021?
No.
Q4. What is the applicability of NMC Public Notice No. NMC/20659 (Legal)/2022/UGMEB/ dated 28 July 2022?
The NMC Public Notice No. NMC/20659 (Legal)/2022/UGMEB/ dated 28 July 2022 is applicable on last year Indian students of undergraduate medicine course who left their medical universities abroad, returned to India due to the Ukraine war, covid-19, etc., subsequently completed their medical education, and granted a medical degree by their respective universities on or before 30th June 2022.
Q5. What is the duration of Compulsory Rotatory Medical Internship for Indian students studying MBBS in foreign universities?
The duration of Compulsory Rotatory Medical Internship is two years for Indian students studying MBBS in foreign universities comprising one year of internship to compensate for the missed clinical training at their foreign university and the next one year to enable them to practice medicine as per Indian standards.
Q6: Do Indian medical graduates from foreign medical institutes who qualified FMGE to have to undergo a 2-year Compulsory Rotatory Medical Internship?
Yes.
Q7. Is there any relaxation provided to Indian medical graduates who completed MBBS in July 2021?
No, there is no relaxation for Indian medical graduates who obtained their MBBS degree in July 2021. According to the order of the Supreme Court of India, it is only granted to foreign medical graduates who completed their MBBS on or before 30th June 2022.
Q8. Can Indian students who are studying in Ukraine switch to other universities?
Any Indian medical student from a Ukrainian university whose classes began on or before November 18, 2021, is covered by the Screening Test Regulation, 2002. As long as the other provisions of the Regulations are followed, there are no restrictions placed on such students relating to the transfer into any university.
The FMGL Regulations 2021 do, however, apply to Indian students who were accepted into Ukrainian universities after November 18, 2021, and they require them to verify their undergraduate courses under Regulation 4 of the FMGL Regulations 2021. They must finish all of their medical schooling, training, internships, and clerkships at the same medical facility, not elsewhere.
Q9. Can Indian students transfer from a six-year program to a five-year MBBS program?
Any Indian student enrolled in a foreign medical institution that is covered by the Screening Test Regulations, 2002 may transfer from a university that offers a 6-year MBBS program to one that offers a 5-year MBBS program.
Q10. Is a NOC from NMC required to transfer between overseas medical universities?
No, a NOC from the National Medical Commission is not required to transfer between overseas medical universities because these international institutions are beyond the purview of the NMC.
Q11. What should Indian students keep in mind before transferring to international medical universities?
All medical students in India whose studies began after November 18, 2021, will be subject to the FMGL Regulations 2021. They must complete their whole medical education, training, internship, and clerkship at the same foreign medical university or institution; there is no possibility of transferring for medical education or training to any other university in any other nation.

Q12. What rules do the FMGL Regulations, 2021, have regarding freshmen being admitted to international medical universities?
The FMGL Regulations, 2021’s stipulations regarding Indian students’ subsequent admission to overseas medical universities are as follows:
- Undergraduate medical programs must last at least 54 months or 4.5 years.
- A minimum 12-month medical internship at the same foreign medical university or institution is offered.
- English is used as the teaching language.
- The FMGL Regulations, 2021’s Schedule-1’s mandatory subjects are covered.
- The regulatory body issuing the medical license in the country where the medical degree is awarded is on par with the regulatory body issuing the license in the other country.
Q13. Is the Ukraine mobility program approved by NMC?
No, the NMC does not approve of Ukraine’s mobility program.
(We would like to inform students that some mobility programs are currently being run in Georgia and Ukraine, and NMC has clarified that no such Mobility Programs for MBBS are valid. So, if you are a student from Ukraine, please do not apply for mobility programs in Georgia or Ukraine).
Q14. Can Indian MBBS students from Ukraine be accommodated in Indian medical colleges?
Ukraine-returned Indian MBBS students are not allowed to enroll in Indian medical colleges.
Q15. Is there a list of foreign medical universities that have been approved by the NMC?
No, the NMC does not issue such a list because it does not approve or recognize such medical institutes for the awarding of any medical qualification.
Q16. Which document is accepted by NMC as valid for Indian MBBS graduates from foreign universities to take the NEET exam?
The draft for the next exam is being reviewed by the National Medical Commission and will be made public once completed.
